In recognition of his brilliant career in the Royal Navy and of his outstanding services as Commander-in-Chief of the Allied Naval Forces in the Mediterranean theatre of war, and in testimony of the profound admiration and gratitude of the community for his leadership and for the magnificent feats of the Services under his command.
